The FLEX project is requesting the services of a Data Exchange Analyst to gather and assess, model, document business information needs to prepare the FLEX system requirements to bring together the data among the law enforcement regions to provide advanced analytics.
Performs analyses and evaluation of data collected in an integrated environment to consolidate and coordinate the independently designed applications within and across the enterprises.
Will involve data design, middleware considerations, database architecture, metadata and repository creation. Interacts with user community to produce data requirements.
Provides technical assistance to users of the various data warehouses, or integrated solutions, and advises users on conflicts and inconsistent data usage. The Data Exchange Analyst is to develop technical documentation of the current regional systems through reverse engineering tools, or manually for proprietary systems, and its corresponding metadata.
The Data Exchange Analyst is to perform analyses, development and evaluation of data mining capabilities and related performance degradation in an integrated environment.
Uses data mining and data analysis tools, specifies the middleware transformation requirements. Reviews and validates data loaded into a central location, or integrated solution, for accuracy and quality. The Data Exchange Analyst is a hands-on worker who will drive the creation of data process flows, models, conceptual and logical, as well as the system interactions for the user analytics rule management, query optimization, and entity resolution algorithms.
Develops requirements for methods to efficiently reuse existing components for ease of maintenance and sustainability.
Works as the data liaison between the technical IT staff and the law enforcement business staff who perform the investigative work. The Data Exchange Analyst will work closely with the architect for developing the project’s overall design options, and prepare data scripts, test data, and conduct tests that pair with the FLEX data requirements; will assist in the technical writing on the project and with writing the Comparative Analysis for architectural solution options.
Must have an extensive knowledge of integration services, data consolidation and experience in systems requirement documentation. The Data Exchange Analyst for the FLEX project will report directly to the FLEX Project Manager as a part of the FLEX Project Team.
The initial goals of the project are to hire project staff to identify the requirements for statewide sharing between the regional data sharing projects; research and develop recommendations of potential solutions that meet these requirements including architectural and data designs; and develop cost and schedule estimates for potential solution and implementation planning.
The solution selected will determine the next steps in the project.
Requirements
Requirements of the FLEX Data Exchange Analyst:
a.Bachelor’s Degree in Computer Science, Information Systems, or other related field, or equivalent work experience;
b.Experience in implementing data exchanges and/or data consolidation;
c.Experience in projects or systems having middleware applications and message queuing approaches;
d.Understand techniques and query advice for advanced analytics from distributed data sources;
e.Understand the difference between a distributed or federated data warehouse and a more traditional data warehouse architectures;
f.Experience in projects having enterprise-wide content and data distribution using common databases and data standards implemented with the Extensible Markup Language (XML), and/or web services;
g.Experience in developing technical specifications and system requirements;
h.Preferred experience with, or understanding of an enterprise information management (EIM) approach;
i.Experience with reengineering existing architectures and potential business cases for combining multiple data systems;
j.Understand how the core data supports business strategies and the importance of having the right data for the correct entity, and related entity resolution issues;
k.Experience in projects involving national standards for efficient sharing of data (such as National Information Exchange Model, NIEM; Law Enforcement Information Sharing Program, LEISP; Logical Entity Exchange Specification, LEXS; or equivalent);
l.Experience in structured testing and creating test data;
m.Have performed analysis for data cleaning by inspecting data values and transforming to a standard, and removing meaningless data or discarded orphan records;
n.Understands physical rationalization and indexing techniques and how it impacts the results for the user’s analytical tools and system performance;
o.Clear analytical and conceptual skills; effective written, spoken, communications and interpersonal skills;
p.Preferred is experience working in multi-client and multi-vendor environment; Data Exchange Analyst Responsibilities include but may not be limited to the following: Responsible for gathering and assessing information needs and preparing the system requirements and technical specifications;
Develop an inventory and document the current-state of the existing regional data systems and the state node, depicting the regions’ overall system design, structure, and the external interfaces and data exchanges;
Prepare technical specifications for combining multiple data of similar meaning with different formats into an integrated environment of exchange, and resolving cardinality differences among the regions' record types;
Develop the metadata, and validate with the business owners and identity conflicts of data usage across the regions;
Analyze data distribution across regions to define the data mapping for a common exchange using xml and national standards;
Prepare the technical specifications for the data exchanges, web services, brokering, and message queuing;
Prepare specification rules for the algorithm to calculate the probability of like data for the Entity resolution and its development;
Lead the data cleaning efforts and data transformation specifications;
Create structured test plan to develop independent and repeatable tests, test cases, test data, and execute the tests;
Reviews and validates data loaded into the data repository from various sources for accuracy and quality. Interacts with business community to document what are their analytical requirements for the data;
Communicate and translate the required capabilities and outcomes effectively between business process areas and supporting departments;
Will be responsible for their technical writing, project documentation, or meeting minutes.
