A Basic Program Management Specialist (BPMS) should be experienced in project management and preferably has a Project Management Institute’s (PMI) Project Management Professional (PMP) credential or equivalent certification to assist in meeting Task Order Statement of Work’s objectives.

BPMSs are responsible for providing assistance to the Government on projects. They must be capable of performing a wide range of project management functions on behalf of the Government. This includes maintaining project documentation, evaluating earned value management (EVM) performance, managing budgets through the OMB 300 process, and facilitating the transition of programs from the development phase to the maintenance phase. In addition, BPMSAs are responsible for some administrative functions such as reporting and project communications. Must have general program management skills and be willing to be responsible for the financial status tracking of NGI.

Monitor program finances, prepare, and report financial execution progress as requested. Track obligations and expenditures at various levels. Scrutinize other contractor reports to determine when and how much additional funding should be applied.
